He was smug as he thought, "He baited them with the Authority of the void universe before, and now he is baiting them with a Cosmic source. When will they learn?"
He feels superior to these desperate world gods and doesn't think he was baited because he managed to get Authority of the Void Universe from God's Domain.
He withdrew his investment before the destruction of God's Domain, so he gained something. It reinforced his confidence in never making a loss in any gambling match or investment. He didn't gain as much as he wanted from God's Domain because the duration was shorter than he expected, but it was still something.
Having something is better than having nothing. It is even better to have something while everyone has nothing. It is so good he can be smug while they are angry and throwing their lives away. He doesn't think that the world gods fighting the god of power are stupid. He believes that some of them are smart. They have made the best decision with the information that they have. It is just that their information is wrong.
They don't even know that he is the god of power, not Monarch High Heaven. They also don't know that despite looking weak and dragging the fight out with them, the god of power can easily kill them. He found that one possibility where he had beginner's luck. It took a lot of attempts, but he achieved it. It just took far more energy than someone with an aspect meant for forging. Another example of the power of probability is that with it, he can surely defeat the god of power.
As absurd as it sounds, it is possible for him to defeat the god of power even though millions of world gods have failed at it.
If he is given time to scheme and execute his plans, he will surely defeat this God. But he doesn't have the opportunity to use his schemes because there is no time. Time is the major constraint of infinite possibilities. The other constraints are limited space and limited resources. But time is the biggest obstacle to achieving everything he wishes.
If he had eternity, he would be able to cook up a plan to defeat the god of power and execute it. But he doesn't have eternity.

Then he shook his head and said, "That's a bad idea, Legion. You have stunted your growth just for temporary safety. Not that you have any other choice."
He sent Green Vine and the tenth clones to them on a silver platter to help them create a Supreme law quickly. That seemed to have worked a little well. Last he checked, they were almost done with their Supreme law. He knows that they are talented, but he doesn't see how such a speed would end well for them. Unless there is something about them that he doesn't know, which there isn't, there is no way that Legion will be able to amount to anything good. He considered what he should do with it after he gets what he wants. "Should I kill them or not? After all, they would be mediocre and be of no threat to me."
"I think I should just kill them and avoid any future problems. It is safer that way."
"It will also prevent Legion from living a mediocre life as world gods. It is the least I could do to repay them for their help."
He laughed to himself when he thought of that.
